Notice of the General Administration of Customs No. 110 of 2024 (Notice on Simplified Requirements for Submission of Documents relating to Transport of Goods through Third Parties under Preferential Trade Arrangements)

In order to implement the Regional Comprehensive Economic Partnership Agreement (RCEP) and other preferential trade arrangements in high quality, the General Administration of Customs has decided to further simplify the requirements for the submission of preferential documents for goods of origin transported from exporting countries (regions) through third countries (regions), and is hereby announced as follows:
1. If the consignee or agent of imported goods (hereinafter referred to as the importer) submits one of the following documents to the Customs when declaring the applicable agreement tax rate or preferential tax rate, it is not necessary to submit the certificate of non-reprocessing issued by the third party countries (regions) :
(1) A single transport document issued by the carrier stating that the place of origin is within the territory of the exporting country (region) of the goods and the destination is within the territory of China. Among them, the place of origin of imported goods originating from landlocked countries (regions) by sea may be the place of origin by sea.
(2) For goods transported in the whole way by containers, documents certifying that the container number and seal number of the goods have not been changed during the transportation process.
2. For goods transported by international railway through trains, if the importer submits the international cargo contract or the international cargo cowaybill, it is not necessary to submit the certificate of non-reprocessing issued by the transit country (region) other than the place of origin and destination.
3. If the importer submits the customs supervision documents of a third country (region) to prove that the relevant goods are in transit, transhipment or through transportation through that country (region), it is not necessary to submit the non-reprocessing certificate issued by that country (region).
4. For goods transited through Hong Kong or Macao, the importer may submit the "Confirmation of Transit" issued by Hong Kong Customs, China Inspection (Hong Kong) Co., Ltd. or Macao Customs as proof of non-reprocessing, and fill in the words "Confirmation of Transit" and the number of "Confirmation of Transit" in the column of "Marking Mark Code and Remarks" in the import declaration form. There is no need to upload the Transfer Confirmation electronically.
This announcement shall take effect as of the date of publication. The General Administration of Customs announcement No. 57 of 2015, No. 52 of 2016 and No. 26 of 2017 shall be repealed simultaneously.
