Chinese countermeasures! Impose a 34% tariff on imported goods originating from the United States
On April 2, US President Donald Trump signed two executive orders on so-called "reciprocal tariffs" at the White House, announcing that the United States would set a "minimum benchmark tariff" of 10% for trading partners and impose higher tariffs on some trading partners. Among them, the United States has imposed a "reciprocal tariff" rate of 34 percent on China, 20 percent on the European Union, 10 percent on Brazil and the United Kingdom, 25 percent and 24 percent on South Korea and Japan, and 32 percent and 36 percent on Indonesia and Thailand.
While Trump has imposed tariffs on all trading partners, several countries have taken countermeasures. Canadian Prime Minister Mark Carney recently announced a reciprocal 25 percent tariff on American cars. Ralph Goodell, Canada's High commissioner to the United Kingdom, said in an interview with the BBC that the action taken by the U.S. government is completely illogical, the United States will feel the pain, and eventually the Americans will convince their government to stop this stupidity.
France is urging the EU to target big US tech companies through a digital services tax, while the UK is drawing up a list of US products targeted for possible retaliatory tariffs.
The United States has done so, China is not accustomed to Trump, on April 4, China also issued multi-directional countermeasures against the United States.
The US government has announced "reciprocal tariffs" on Chinese imports. What the US has done is inconsistent with international trade rules and seriously undermines China's legitimate and lawful rights and interests. It is a typical unilateral bullying practice.
In accordance with the Tariff Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China and other laws and regulations as well as basic principles of international law, with the approval of The State Council, additional tariffs will be imposed on imported goods originating in the United States as of 12:01 a.m. on April 10, 2025. The relevant matters are as follows:
(1) An additional tariff of 34 percent shall be imposed on all imports originating in the United States on top of the current applicable tariff rates.
Second, the current bonded, tax reduction and exemption policies remain unchanged, and the tariffs imposed this time will not be reduced.
If the goods have been shipped from the place of departure before 12:01 on April 10, 2025, and are imported between 12:01 on April 10, 2025 and 24:00 on May 13, 2025, no additional duties shall be imposed as prescribed in this Announcement.
The recent announcement by the United States of indiscriminate tariffs on all its trading partners, including China, under various pretexts gravely infringes upon the legitimate rights and interests of all countries, gravely violates the WTO rules, seriously undermines the rules-based multilateral trading system, and seriously undermines the stability of the global economic order. The Chinese government strongly condemns and firmly opposes this.
What the US has done violates basic economic laws and market principles, ignores the balance of interests reached in multilateral trade negotiations, and ignores the fact that the US has long profited a lot from international trade. It uses tariffs as a weapon to exert maximum pressure and seek its own interests. This is a typical act of unilateralism, protectionism and economic bullying. The zero-sum game pursued by the US under the so-called pursuit of "reciprocity" and "fairness" is essentially the pursuit of "America first" and "America special". It is subverting the existing international economic and trade order by means of tariffs, overriding the interests of the US over the public interests of the international community, and serving the hegemonic interests of the US at the expense of the legitimate interests of all countries in the world.
China is an ancient civilization and a land of ritual. The Chinese people advocate treating others with sincerity and trust. We do not make trouble, and we are not afraid of trouble. Pressure and threats are not the right way to deal with China. China has taken and will continue to take resolute measures to safeguard its sovereignty, security and development interests. China-us economic and trade relations should be mutually beneficial in nature. The United States should conform to the common expectations of the people of the two countries and the world, and, in the interest of safeguarding the fundamental interests of the two countries, stop using tariffs as a weapon to suppress trade and economy against China and stop undermining the legitimate development rights of the Chinese people.
As the world's second largest economy and second largest consumer market for goods, China will only open its door wider to the outside world no matter how the international situation changes. We will continue to open to the outside world at a high level, steadily expand institutional opening up based on rules, regulations, management and standards, implement high-level trade and investment liberalization and facilitation policies, and foster a world-class market-oriented and international business environment under the rule of law. We will share development opportunities with the world and achieve mutual benefit and win-win results.
Economic globalization is the only way for the development of human society. The rules-based multilateral trading system with the WTO at its core has made important contributions to promoting global trade, economic growth and sustainable development. Openness and cooperation is the trend of history. The world will not and should not retreat to mutual isolation and division. Mutual benefit and win-win results are what people want, and beggar-thy-neighbor economic bullying will eventually come back to bite us. It is the shared responsibility of the international community to make economic globalization more open, inclusive, beneficial and balanced.
Development is the universal right of all countries, not the exclusive right of a few. International affairs should be handled by all through consultation, and the future of the world should be in the hands of all countries. Trade wars and tariff wars have no winners, and protectionism has no way out. All countries should uphold the principle of extensive consultation, joint contribution and shared benefits, uphold genuine multilateralism, jointly oppose all forms of unilateralism and protectionism, and uphold the international system with the United Nations at its core and the multilateral trading system with the World Trade Organization at its core. I believe that the vast majority of countries in the world that believe in fairness and justice will choose to stand on the right side of history and make choices that serve their own interests. The world should be fair, not overbearing!
China's countermeasures are far more than that, more than 5,000 years of Chinese civilization, in terms of strategy, the United States in this area even the entry level is not qualified.
On April 4, the Ministry of Commerce and the General Administration of Customs issued an announcement to implement export control on some medium and heavy rare earth-related items; During the same period, the Commerce Department added 16 U.S. entities to its export control list.
