The United States has sanctioned three shipping companies that transport refined oil products for the Houthi armed forces
On April 28th, the US Treasury Department announced sanctions against three shipping companies and their vessels that assisted the Houthi armed forces.


The United States has sanctioned three shipping companies that transport refined oil products for the Houthi armed forces


The sanctioned shipping companies are as follows:
Bagsak Shipping
Great Success Shipping
Zaas Shipping & Trading

The sanctioned vessels are as follows:
"Maisan" (IMO 9289776)
"Tulip BZ" (IMO 9014420)
"White Whal" (IMO 9230426)

The US Treasury Department said that the Houthi forces control the key ports of the Red Sea - Hodeidah, Las Issa and Salif. After the Houthi armed group was classified as a "Foreign Terrorist Organization" (FTO) in March this year, the OFAC also adjusted its relevant general license (GL) policy. The unloading activity of refined oil products authorized by GL 25A ended on April 4, 2025. The GL 26A explicitly prohibits the import of refined oil products from ports and airports related to the Houthi armed forces. The three ships sanctioned this time all still delivered refined oil products to the ports controlled by the Houthi forces after their licenses expired.

Zaas Shipping & Trading transports liquefied petroleum gas (LPG) to the Port of Las Issa via the vessel "Tulip BZ". The vessel completed unloading on April 10th, six days later than the expiration of the license. It is worth noting that the "Tulip BZ" vessel, originally named "Gas Line", served to transport petrochemical products for the Islamic Revolutionary Guard Corps (IRGC) of Iran.

Bagsak Shipping delivered diesel to the Port of Ras Issa via the vessel "Maisan" and left the port on April 8th, four days overdue. The "Maisan" has also been involved in the export transportation of Russian crude oil and refined oil products since February 2023 and is managed by a company that has a presence in Russia's "Shadow tanker fleet".

Great Success Shipping delivered diesel to the Port of Las Issa via the vessel "White Whal", which left the port on April 17th, with a delay of up to thirteen days.

The "Clipper" vessel (formerly known as Queen Luca), which was previously listed as a sanctioned asset, continues to operate despite the sanctions, transporting Iranian oil products as well as butane and propane cargoes to the Houthai-controlled areas. Similarly, the "Akoya Gas" vessel (formerly known as Gas Allure) was also listed as a sanctioned asset in 2022 for its involvement in Iranian petrochemicals and oil product transactions and has recently docked at a port controlled by the Houthi.
