The first case of fake certificates of movable tank container classification societies was discovered at Shanghai Port!
Recently, under the guidance of the Shanghai Maritime Safety Administration, the Yangshan Port Maritime Safety Administration has made a major breakthrough in the "100-day Campaign" to crack down on the false reporting and concealment of dangerous goods carried by ships in the national maritime sector. It successfully cracked the first case of forging the inspection certificate of a mobile maritime tank container at the Port of Shanghai. This case is extremely rare in the domestic declaration and approval of dangerous goods by sea. It promptly prevented the loading and shipment of "movable tank containers" without valid inspection certificates, effectively eliminating a major safety hazard in water transportation.

The exposure of this case not only reveals the illegal operations of some enterprises who take risks in pursuit of profits, but also exposes the systemic risks existing in the dangerous goods transportation chain, which deserves the high attention of relevant enterprises.

The mobile tank container is a key transportation equipment for realizing "door-to-door, one tank to the end" multimodal transport. It is mainly used for transporting dangerous chemicals. Its special design allows it to be directly hoisted onto ships, railways or road vehicles, greatly improving the transportation efficiency.

However, such tank containers mostly transport high-risk dangerous chemicals such as flammable, explosive and highly corrosive ones. During transportation, they must be able to withstand risks such as lateral and longitudinal collisions and overturning. Therefore, the strength of its tank shell, structural integrity and the safety of auxiliary equipment are of vital importance and must comply with strict pressure vessel regulations.

The inspection certificate is precisely the core document for confirming the safety status of mobile tank containers. It records key safety data such as appearance inspection, pressure testing, and sealing verification, and serves as the foundation and basis for effective supervision by maritime authorities, port authorities, and vessels.

In July this year, when the law enforcement officers of Yangshan Port Maritime Safety Administration were reviewing a declaration of export dangerous goods, they found through the data comparison function of the Smart Maritime System that there were minor differences and contradictions in the inspection certificates of the movable tank containers used in the two declarations, and the technical handling details were inconsistent with the daily practices of the signed inspection institutions. After in-depth investigation and successive verification of the reporting entity, freight forwarder company, import and export trading company, consignor and tank owner, and coordination with the International Classification Society signed on the certificate for verification, it was finally confirmed that these two movable tank cabinets had not been inspected by the classification society for Marine products, and their inspection certificates were indeed forged.

The dangerous goods loaded in the involved tank container are trichlorosilane (the UN number for dangerous goods is 1295, and the CAS number for dangerous chemicals is 10025-78-2) and methyldichlorosilane (the UN number for dangerous goods is 1242, and the CAS number for dangerous chemicals is 75-54-7). Trichlorosilane is flammable and highly corrosive when wet, while methyldichlorosilane is flammable and corrosive. These two types of chemicals are extremely dangerous in a closed Marine environment. Transporting these goods in containers that have not been inspected or whose certificates have expired is no different from planting a "time bomb".

Relevant reports indicate that uninspected tank containers may have structural defects or material aging issues and are highly prone to failure in extreme environments such as sea turbulence and temperature changes. Once a leakage occurs, the damp and sealed cabin environment will trigger intense chemical reactions, which may cause fires, explosions or the spread of toxic smoke, directly threatening the lives of all crew members on board and causing irreversible damage to port facilities and Marine ecology.

The act of forging inspection certificates has completely removed the movable tank containers and the high-risk dangerous goods they carry from the effective supervision of maritime authorities, port authorities and vessels, leaving them in a state of loss of control.

From the cases, it can be seen that participants in multiple links either tacitly allowed or colluded to commit fraud, exposing the extreme disregard for shipping safety by some enterprises in the travel industry in pursuit of efficiency and profit. This is an illegal act that places commercial interests above the lives of crew members, public safety, and Marine environmental protection. As one of the world's major container ports, Yangshan Port, if such a dangerous goods accident occurs and leads to the port's shutdown, will cause an incalculable impact on the global supply chain.

At present, the case of forging the inspection certificate of the mobile tank cabinet has been filed and is under further in-depth investigation. The Yangshan Port Maritime Safety Administration has clearly stated that it will adhere to a "zero-tolerance" attitude towards verified illegal acts, strictly hold the relevant units and personnel accountable in accordance with the law, severely crack down on illegal interest chains, and include the involved units in the key tracking list for strengthened supervision, resolutely safeguarding the safety red line of shipborne dangerous goods transportation.

This case serves as a stern warning to all relevant practitioners. Using or forging inspection certificates for movable tank cabinets is by no means a "shortcut", but a serious illegal act that endangers public safety. Any act of sacrificing security or forging certificates in pursuit of efficiency or cost savings will eventually pay a heavy legal price and may cause irreparable losses of life and property as well as environmental disasters.
