General Administration of Customs: enterprise customs clearance facilitation 16 measures

The General Administration of Customs announced the "Sixteen Measures to Further optimize the Port Business Environment and Promote the facilitation of customs clearance for Enterprises", which mainly focuses on four aspects: cultivating new driving forces for foreign trade to expand the increase, optimizing the import and export of foreign trade to stabilize the stock, stimulating the vitality of enterprises to reduce costs and improve efficiency, and facilitating cross-border trade to improve the efficiency.


The General Administration of Customs issued 16 measures to facilitate customs clearance for enterprises


Since the beginning of this year, China's foreign trade development has maintained a good development momentum of quality improvement and stable quantity. On November 8, the Executive meeting of The State Council deliberated and adopted the "Several Policy Measures on Promoting the Stable growth of Foreign Trade". In order to ensure the implementation of the policy, the General Administration of Customs launched the "Sixteen Measures to Further optimize the port business Environment and Promote the facilitation of customs clearance for enterprises", focusing on the current focus, blocking points and pain points of foreign trade enterprises, and proposing corresponding assistance measures within the scope of Customs duties. From the content point of view, the 16 measures can be summarized as "four focuses" :

First, we will focus on fostering new growth drivers for foreign trade. The main purpose of these measures is to support the development of new business forms and models. For example, expand the cross-border e-commerce retail export, online shopping bonded retail import cross-customs zone returns pilot scope; We will comprehensively promote the electronization of cross-border e-commerce tax guarantee. At the same time, promote the development of new "bonded +" business forms such as bonded maintenance, bonded remanufacturing, and bonded oil supply, for example, support the expansion of "two ends outside" bonded maintenance pilots outside the comprehensive bonded zone and free trade pilot zone. The purpose of these measures is one: to further tap the increment of foreign trade and make the total plate of foreign trade larger.

Second, we will focus on stabilizing the stock of foreign trade by optimizing imports and exports. In terms of improvement, the focus is on ensuring the import of energy and mineral products and agricultural and food products. For example, continue to deepen the reform of the inspection mode of energy and resources commodities, and steadily expand the scope of destination inspection of imported mineral products; We will promote market access for meat, aquatic products, dairy products and other livelihood products. In terms of optimization, it is mainly to further facilitate the export of automobiles and promote the expansion of exports of local agricultural and food products. For example, in the export of agricultural and food products and other fields to explore the "batch inspection" pilot work, increase foreign consultations and export enterprises to foreign registration and recommendation, promote local characteristics of agricultural and food products to expand exports. These are the commodities that our foreign trade accounts for the most, which have important significance to stabilize the basic foreign trade plate.

Third, focus on enterprise cost reduction and efficiency to stimulate vitality. Helping enterprises to reduce costs and improve efficiency is one of the main purposes of the introduction of 16 measures. Measures in this regard mainly include promoting law-abiding enterprises to go through customs faster, helping enterprises to make full use of tax incentives, and helping enterprises to reduce operating costs. For example, promote the upgrading of the benefits of advanced certification enterprises, strengthen the implementation of customs facilitation measures for AEO enterprises, and continuously improve the sense of gain of AEO enterprises; China will build a customs preferential origin service platform to help enterprises improve the utilization of free trade agreements such as the Regional Comprehensive Economic Partnership (RCEP). We will implement preferential tax policies for imports of major technology and equipment and support imports of advanced technology and equipment. At the same time, it has further increased support in optimizing the supervision mode of customs exhibitions and facilitating cross-border exchanges of business personnel. Through these measures to further stimulate the vitality of market players, better help foreign trade enterprises to stabilize orders and expand the market.

Fourth, we will focus on facilitating cross-border trade and improving its efficiency. Improving the level of cross-border trade facilitation is an important part of continuously optimizing the business environment at ports. Among the 16 measures introduced this time, they include measures to optimize the customs clearance process and improve the efficiency of cross-border logistics. For example, carry out the reform and optimization of the customs clearance mode of imported goods, further promote the application of the railway fast customs clearance mode, accelerate the optimization of the "combined port" business model, expand the scope and application scale of "departure confirmation", and support the "linkage unloading" of qualified ports; Deepen the reform of the supervision mode of "remote territorial inspection" and "batch inspection" of import and export goods, constantly expand the scope of pilot products of "remote territorial inspection", and improve the inspection efficiency. At the same time, accelerate the construction of smart ports, deepen the construction of a "single window" cross-border trade one-stop comprehensive service platform for international trade, and continue to improve the level of cross-border trade facilitation.
