General Administration of Customs:We will further optimize the mode of implementing phased access supervision for imported goods

Import goods shall be subject to access supervision in different stages


In order to further improve the efficiency of port supervision, optimize the business environment at ports, and promote the development of foreign trade, the General Administration of Customs decided to further optimize the entry supervision mode of imported goods in stages. The relevant matters are hereby announced as follows:


1. The goods are permitted to be removed
Under any of the following circumstances, the imported goods shall be allowed to leave the customs port supervision area on the basis of the Customs notification:
(1) There is no requirement for customs inspection;
(2) Only customs port inspection requirements and port inspection has been completed. Where inspection conditions are not available within the customs port supervision area and the goods under Transit Inspection List are included, the consignee or his agent of the imported goods (hereinafter referred to as the consignee or his agent) may apply to the Customs for the implementation of transit inspection in a specific place or venue with inspection conditions;
(3) only the customs destination inspection requirements;
(4) There are both customs port inspection requirements and customs destination inspection requirements, port inspection has been completed, or belongs to the "List of Commodities for combined inspection", the consignee or its agent applies for combined implementation in the customs port supervision area and has completed the relevant inspection;
(5) There are customs port inspection requirements, and belong to the List of Conditionally Removed Commodities, in addition to the inspection results of other ports other than sampling and inspection no abnormal, has been sampled and submitted to the inspection has not yet returned the test results, the consignee or its agent to the Customs to apply for conditional removal and promise not to sell or use before the test results qualified. Among them, there are special circumstances such as hitting the operation requirements that are not allowed to be removed or waiting for the test results in the port supervision area, and shall not be removed from the port supervision area before completing the relevant operation procedures.

2. The goods are approved for sale or use
After the import goods are permitted to be removed, they shall be allowed to be sold or used on the basis of the Customs release notice. Among them, under the following circumstances, it must meet the relevant regulatory requirements of the Customs, and can be sold or used after completing the relevant customs formalities:
(1) where there are customs requirements for destination inspection;
(2) belongs to the supervision of certificate management;
(3) Subject to conformity assessment.

3. Other relevant matters
The "List of Commodities for Transfer Inspection", "Consolidated List of Commodities for Inspection" and "List of Commodities subject to Conditional Removal" mentioned in this announcement shall be dynamically adjusted by the General Administration of Customs according to changes in risk status and assessment results. And will be posted on the China International Trade Single Window (www.singlewindow.cn).
The consignee or its agent submits the application for transfer inspection, combined inspection and conditional departure to the Customs through the single window of China International Trade in the declaration process, and makes a commitment to comply with the law and comply with the customs supervision according to the prompt. Where there is a destination inspection requirement, after the goods are transported to the destination, the consignee or its agent shall apply to the destination customs for the relevant formalities of destination inspection in a timely manner.
If the consignee or its agent illegally sells or uses the relevant goods before the test results pass, the customs will punish the consignee or its agent according to relevant regulations. At the same time, conditional withdrawals will no longer apply for six months from the date of discovery and determination of the violation. Enterprises with serious circumstances or illegal sales or use again will no longer be subject to conditional removal.
If any of the domestic consignee, reporting unit and consumer use unit is a dishonest enterprise, it is not allowed to apply conditional withdrawal.
The consignee or its agent shall, in accordance with relevant requirements, manage the conditional delivery of the goods and keep records of the sale or use.
Where the consignee or its agent is required to go through other procedures in accordance with the law for the sale or use of imported goods, it shall do so in accordance with the relevant provisions.
The port inspection mentioned in this announcement shall be carried out by the competent customs at the port of entry, and the destination inspection shall be carried out by the customs at the destination declared by the enterprise.
This announcement shall come into effect on April 8, 2025. General Administration of Customs Announcement No. 160 of 2019 (Announcement on the segmented implementation of access supervision to accelerate port inspection and release) shall be repealed at the same time.
It is hereby announced.
